Saliense is thrilled to welcome Heather Burke as a new Director within our Technology Practice.

Heather is a versatile industry leader and technology expert with 15+ years of Federal service experience focused on systems engineering, IT, and process improvement for large scale enterprise systems. Heather will oversee the delivery of cutting-edge technology solutions for the company’s federal customers with an initial focus on the Military Health System (MHS) and the Department of Homeland Security (DHS).

Prior to this role, Heather served as the Enterprise Decision Intelligence Competency Manager for Naval Information Warfare Center (NIWC) LANT where she helped establish and led the Command IT Execution Working Group and Co-chaired the Command Processes, Tools, and Data Change Control Board. While working the NIWC LANT Washington, DC office, Heather served as the Program Executive Office Defense Healthcare Management System (PEO DHMS) Chief Engineer where she led a technical team of government, military, and contractors closely aligning with major external stakeholders to a successful non protested acquisition ($4.7B) of the DoD Enterprise Electronic Health Record. In addition, Heather has also served as an Assistant Program Manager at PEO C4I and Chief Engineer of two major programs of record. Her other notable achievements include the Under Secretary of Defense (Acquisition, Technology & Logistics) Award for Excellence (2016); PEO DHMS Award for Excellence for performance as PEO DHMS Chief Engineer (2016); and Federal Computer Weekly Fed 100 Winner for contribution to DoD’s transition to the new EHR and development of testing infrastructure (2016).

Heather holds a Bachelor’s Degree in Computer Engineering from Clemson University and a Master’s Degree in Systems Engineering Management from Naval Postgraduate School.
